You do realize at this point in the movie, she is an alien named Veers. Her memories were stripped and she was trained as something other than human. Rioting consist of entering a government building where there are armed security to keep people out that do not belong, but burning and looting of commerical and privet residents while civilians are inside is peaceful demonstration. What has this country become. Objection: as Jurassic Park would be categorized as a zoo, there are protocols set forth to have armed personnel when working with potentially dangerous animals. They're usually called the emergency response team. While we don't have velociraptors today, plenty of other animals in zoos or safari parks can be considered a danger: bears, big cats, great apes, elephants, rhinoceros, hippos, etc. So its not uncommon to see some or at least one staff member trained or specialized in the restrain/subduing of an dangerous animal if such event were to occur. In this case, the raptors were being transported into this raptor pen due to their uncanny aggression when at their original enclosure deeming them too dangerous for guests to see. And this would call for armed personnel during the transportation.
